ਪ੍ਰਸ਼ਨ. ਮੈਗਸਥਨੀਜ਼ ਪਾਟਲੀ ਪੁੱਤਰ ਸ਼ਹਿਰ ਦੇ ਪ੍ਰਸ਼ਾਸਨ ਬਾਰੇ ਕੀ ਦੱਸਦਾ ਹੈ?
ਉੱਤਰ : ਮੈਗਸਥਨੀਜ਼ ਯੂਨਾਨੀ ਰਾਜਦੂਤ ਸੀ ਜੋ ਪਾਟਲੀ ਪੁੱਤਰ ਵਿੱਚ ਕਈ ਸਾਲ ਰਿਹਾ। ਇਸ ਲਈ ਉਸ ਨੇ ਪਾਟਲੀ ਪੁੱਤਰ ਦੇ ਪ੍ਰਸ਼ਾਸਨ ਬਾਰੇ ਆਪਣੀ ਪੁਸਤਕ ‘ਇੰਡੀਕਾ’ ਵਿੱਚ ਬਹੁਤ ਕੁੱਝ ਲਿਖਿਆ ਹੈ।
ਉਸ ਨੇ ਦੱਸਿਆ ਹੈ ਕਿ ਪਾਟਲੀ ਪੁੱਤਰ ਦਾ ਪ੍ਰੰਬਧ ਵੀ ਦੂਜੇ ਸ਼ਹਿਰਾਂ ਵਰਗਾ ਹੀ ਸੀ।
ਮੈਗਸਥਨੀਜ਼ ਨੇ ਲਿਖਿਆ ਹੈ ਕਿ ਪਾਟਲੀ ਪੁੱਤਰ ਦੇ ਪ੍ਰਬੰਧ ਲਈ ਅਧਿਕਾਰੀਆਂ ਦੀਆਂ ਛੇ ਕਮੇਟੀਆਂ ਸਨ। ਹਰ ਕਮੇਟੀ ਦੇ ਪੰਜ ਮੈਂਬਰ ਹੁੰਦੇ ਸਨ।
ਪਹਿਲੀ ਕਮੇਟੀ ਦਾ ਕੰਮ ਕਾਰੀਗਰਾਂ ਅਤੇ ਸ਼ਿਲਪਕਾਰਾਂ ਦੇ ਹਿੱਤਾਂ ਦੀ ਰੱਖਿਆ ਕਰਨਾ ਹੁੰਦਾ ਸੀ।
ਦੂਜੀ ਕਮੇਟੀ ਦਾ ਕੰਮ ਥੋੜ੍ਹੀ ਦੇਰ ਲਈ ਨਗਰ ਵਿੱਚ ਆ ਕੇ ਠਹਿਰਣ ਵਾਲੇ ਯਾਤਰੀਆਂ ਦੇ ਹਿੱਤਾਂ ਦੀ ਰਾਖੀ ਕਰਨਾ ਹੁੰਦਾ ਸੀ।
ਤੀਜੀ ਕਮੇਟੀ ਦਾ ਕੰਮ ਨਗਰ ਵਿੱਚ ਜਨਮ ਤੇ ਮਰਨ ਦਾ ਹਿਸਾਬ ਕਿਤਾਬ ਰੱਖਣਾ ਭਾਵ ਉਹ ਜਨਸੰਖਿਆ ਦਾ ਹਿਸਾਬ ਰੱਖਦੀ ਸੀ।
ਚੌਥੀ ਕਮੇਟੀ ਵਣਜ ਵਿਉਪਾਰ ਨਾਲ ਸੰਬੰਧਿਤ ਸੀ।
ਪੰਜਵੀਂ ਕਮੇਟੀ ਕਾਰਖਾਨਿਆਂ ਜਾਂ ਘਰਾਂ ਵਿੱਚ ਤਿਆਰ ਕੀਤੀਆਂ ਹੋਈਆਂ ਵਸਤਾਂ ਦਾ ਨਿਰੀਖਣ ਕਰਦੀ ਸੀ।
ਛੇਵੀਂ ਕਮੇਟੀ ਦਾ ਕੰਮ ਵਿਕਰੀ ਕਰ ਵਸੂਲ ਕਰਨਾ ਸੀ।
ਇਸ ਤੋਂ ਬਿਨਾਂ ਪਾਟਲੀ ਪੁੱਤਰ ਦੇ ਪ੍ਰਬੰਧ ਲਈ ‘ਨਾਗਰਿਕ’ (Nagrik) ਨਾਉਂ ਦਾ ਅਧਿਕਾਰੀ ਹੁੰਦਾ ਸੀ। ਉਸ ਦੀ ਸਹਾਇਤਾ ਲਈ ‘ਸਥਾਨਿਕ’ ਤੇ ‘ਗੋਪ’ ਹੁੰਦੇ ਸਨ। ਇਕ ਨਿਆਂ ਅਧਿਕਾਰੀ ਵੀ ਉਸ ਦੀ ਸਹਾਇਤਾ ਲਈ ਹੁੰਦਾ ਸੀ।

तीसरी समिति का कार्य नगर में जन्म और मृत्यु का लेखा-जोखा रखना था अर्थात् वे जनसंख्या का लेखा-जोखा रखते थे।
चौथी समिति का संबंध व्यापार और वाणिज्य से था।
पाँचवीं समिति कारखानों या घरों में निर्मित वस्तुओं का निरीक्षण करती थी।
छठी समिति का कार्य बिक्री कर एकत्र करना था।
इसके अलावा पाटलि के पुत्र की व्यवस्था के लिए ‘नागरिक’ नामक एक अधिकारी होता था। उनकी सहायता के लिए ‘स्थानीय लोग’ और ‘गोप’ थे। उनकी सहायता के लिए एक न्यायिक अधिकारी भी वहां मौजूद रहता था।
